About the Association:
The Beit Lahia Development Association (BLDA) was established on September 1, 1994, as a non-governmental, non-profit, civil association with a license from the Ministry of Interior No. 3071. The association works in several social and development sectors, especially in the sectors of education, agriculture, culture, infrastructure, environment, and relief, targeting the poor and needy. And the marginalized, especially children, women, and youth. The association works in all areas of the Gaza Strip in general, and in North Gaza Governorate in particular, where the association was able to reach and provide its social services and development projects to all governorates of the Gaza Strip, especially the border and marginalized areas.
The MEAL Officer is primarily responsible for establishing and overseeing a functional MEAL system for the project.
Main Tasks and Duties:
- Develop and manage the implementation of a MEAL system with associated documentation, processes, and standards, rules, and instruments, to optimize the planning, managing, and reporting on programs and projects.
- Design and develop needed data collection tools and conduct proper analysis and reporting
- In collaboration with the programs manager and other MEAL officers prepare specific indicators, results frameworks, and performance monitoring and evaluation plans.
- In collaboration with the program’s manager, conduct reports periodical review activities, and lesson-learned sessions in English language, to evaluate progress toward project goals and outcomes
- Monitor and Evaluate outcomes, outputs, and activities of the project and do needed reporting
- In collaboration with other MEAL officers manage third-party studies and research conducted such as baseline, end-line, and external evaluations.
- Follow up with BLDS accountability system, procedures, and policies.
- Conduct key informant interviews, focus groups, field visits, and surveys when appropriate.
- Be able to Conduct baseline and end-line surveys and impact studies.
Qualifications, Requirements, and Competences:
- Holder of a Bachelor’s degree in economics, business administration, or any other related field.
- Minimum 4 years’ experience 2 years as MEAL officer.
- Designing and implementing Monitoring and evaluation tools and activities.
- Proven analytical and research technique skills.
- Experience in database design, data collection, and data analysis.
- Excellent computer skills, including experience with Excel, PowerPoint, Access, and any other statistical packages.
- Excellent communication skills
- Dealing with and fulfilling multi-donor MEAL requirements.
- Good reporting and writing skills.
- Strong command of English (Reading, writing, and conversation).
- Teamwork spirit and ability to work effectively under pressure.
- Valid driving license.
